The USA Today News “Silence can be deadly” by Christal Hayes of April 11, 2018 reported- “Suicides left more officers and firefighters dead last year than all line-of-duty deaths combined — a jarring statistic that continues to plague first responders but garners little attention… Last year, 103 firefighters and 140 police officers committed suicide, whereas 93 firefighters and 129 officers died in the line of duty…” Miriam Heyman, a co-author of a study by the Ruderman Family Foundation, a philanthropic organization that works for the rights of people with disabilities looked at the “… depression, post-traumatic stress disorder and other issues affecting first responders and the rates of suicide in departments nationwide.” Heyman said, “The number of firefighter suicides may only represent about 40% of the deaths, she said, meaning the deaths could total more than 250 — more than double the amount of all line-of-duty deaths.”
According to the American Psychiatric Association article: “What is Depression?” from http://www.psychiatry.org- “Depression (major depressive disorder) is … serious medical illness that negatively affects how you feel, the way you think and how you act… It can lead to a variety of emotional and physical problems and can decrease a person’s ability to function at work and at home… How is depression treated? …antidepressants might be prescribed to help modify one’s brain chemistry… for moderate to severe depression, psychotherapy is often used with antidepressant medications… Electroconvulsive Therapy (ECT) is… most commonly used for patients with severe major depression or bipolar disorder who have not responded to other treatments. It involves a brief electrical stimulation of the brain… A patient typically receives ECT two to three times a week for a total of six to 12 treatments.” – From the American Psychiatric Association. In thebalancecareeers.com subtitled ‘Criminology Careers -Work Environment’ from January 25, 2019 by Timothy Roufa entitled, “Exploring the Problem of Police Suicides,” reports that, “… a study by the nonprofit Blue H.E.L.P. puts police suicides at more than 160 for 2018—having rose for the third straight year. That’s nearly triple the rate of officers killed in the line of duty, per a 2018 Ruderman Family Foundation study… While studies put the suicide rate for police officers at around 23 per 100,000 officers, the rate of the general population is estimated at 14 suicides per 100,000 people, based on Centers for Disease Control figures. Law enforcement officers, then, can be said to be over 1.5 times more likely to commit suicide than the general population. By comparison, military member suicides are roughly 30 per 100,000 members.” Roufa explained, ” …roughly 12% of officers experience depression, versus 6.8% for the general population.”
The US Department of Justice, Federal Bureau of Investigation at http://www.ncjrs.gov published a 2001 study entitled, “Suicide and Law Enforcement” from the Behavioral Science Unit, FBI Academy at Quantico, VA, prepared by the US Government. Authors are Donald C. Sheehan and Janet I.Warren. In 1999 a ‘call to arms‘ was issued by experts and practitioners to focus at a conference and find answers for police suicide. In the Forward, written by James T. Reese PhD retired FBI: “Among the many enemies faced by law enforcement officers, suicide stands as one of the most constant… Many write about the existence of law enforcement stress, suicide, alcohol abuse and marital discord… At the FBI Academy, a now-retired agent, John Minderman, created a course titled Contemporary Police Problems in the late 1970s. I modified the course and titled it Stress Management in Law Enforcement (SMILE). The Behavioral Science Unit currently teaches the SMILE course to the FBI National Academy.”

There are many technical aspects to the doctrine, which are discussed in more detail elsewhere on this site, but the general public needs to know these four basic facts.
Qualified immunity is:
- Unfair: When a government official violates your civil rights, you should be compensated. Qualified immunity denies compensation to individuals who have been wronged by the government.
- Unaccountable: Law enforcement agencies at every level of government have proven unable or unwilling to appropriately discipline officers who violate people’s constitutional rights. Likewise, it is nearly impossible to convict an officer for violating someone’s rights while they were on duty. Thus, in most cases, suing an officer is the only viable means a victim has of seeking redress for a constitutional violation. But qualified immunity shields officers from lawsuits even when the court finds that they violated an individual’s constitutional rights.
- Unjustifiable: Qualified immunity is based on flimsy, historical rationale that has no legitimate basis in the law. There is no ambiguity in the text of federal civil rights law or the relevant legislative history that supports the qualified immunity doctrine.
- Unlawful: Qualified immunity eviscerates the nation’s most important civil rights law. Specifically, it undermines a part of the U.S. Code—lawyers refer to it simply as “Section 1983”—that was enacted after the Civil War to make sure state and local government officials were held accountable for violating people’s constitutional rights.

Is the ever growing high rate of depression, alcohol abuse and suicide i.e. mental illness in our police and firemen due to their participation in above-the-law ‘classified’ work that wears on the conscience- creating doubt, fear, and guilt? Targeting with directed microwave, radio wave, acoustic and radar weapons started in 2016. Since that time bizarre occurrences involving organized stalking and DEW attacks came from south rented; and then vacant house. Never, ever had a home vandalized till DEW targeted in 2016. Experienced several break-ins since then. When called to report second home break-in Springfield, MO Police Officer Colby Helms arrived. During a twenty-seven minute discussion asked SPD Officer Helms to step off my property three times because he was yelling... Helms said my home was never broken into, that I was imagining things. Helms said the word ‘paranoid’ or ‘paranoia’ in referencing the home break-in- seventeen times. Helms said ‘You should sign into my iPad for ‘counseling,’ three times. Officer Helms said ‘need help‘ twenty-seven times...(once a minute.) All because a US citizen asked a public servant to document a home break-in. Have never been arrested in my life. Never, ever ran afoul of law enforcement in the six decades of my life. Don’t do drugs or drink alcohol.
Why did SPD Officer Helms do his best to dissuade a Springfield, MO home-owner who lived in the same location peacefully for 20 years, from knowing the reality of their home being broken into? Why did SPD Helms do his best to make the resident asking for assistance -angry? The entire conversation was recorded and transcribed.
Before SPD Helms allegedly berated a homeowner in Springfield MO seeking his assistance, he was cleared of charges for the following: From KY3 news, July 22, 2016 “In a letter to Springfield Police Chief Paul Williams, Patterson wrote the investigation “corroborates Officer Helms’ account of the incident in which Magnum Phillips, while resisting Officer Helms’ efforts to disarm him, grabbed Officer (Kolby) Helms’ handgun, struggled for control over it, and ultimately directed it to his own head and pulled the trigger shooting himself.”

From The Guardian news “Killings by US police logged at twice the previous rate under new federal program”, by Jon Swaine and Ciara McCarthy on Dec. 15, 2016 reported, “The FBI’s annual count of homicides by police, which depends on chiefs voluntarily submitting their numbers, was discredited after it became clear that the method was recording less than half of all killings nationwide.”
How many Missouri law enforcement officers are involved in the agenda to incarcerate into prisons and mental institutions targeted individuals? Why would they want to do that? Is it because targeted individuals know about top secret programs operating today in the United States? Why do targeted individuals know about covert, ‘national security’ secrets? Because targeted individuals are the non-consensual experimental subjects of directed microwave, radio wave, acoustic and radar weapons attacking them… Targeted individuals are the involuntary experimental human subjects of V2K, Hand-of-God and brain computer interface; cerebral hacking as well.
TIs are categorized as ‘persons of interest‘ if they alert authorities about crimes against them, or seek assistance from public servants and law enforcement. When TIs reveal information about top secret programs they are unwillingly contracted into: TIs are slandered as mentally ill, criminals or treasonous US citizens for divulging classified information. In truth most targeted individuals are honest, law abiding, hard working and brave citizens who work to make America great.
Authorities like it when a targeted individual thinks the V2K, brain computer interface and cerebral hacking is their own mental state. Authorities like it when a TI believes the physical phenomenon created by DEWs to be sudden distress or malfunction of their own physical health.
Authorities don’t like it when TIs actually know what is being done to them. When TIs know that they have been contracted out by the wealthy- their corporations, their governments and military/medical agencies for experimentation as retribution for standing up for other’s rights or their own. -In such a case authorities want to discredit TIs immediately. Why?
If a targeted individual is discredited, no one believes anything they say. No one would believe the reality of a TI being targeted with directed microwave, radio wave, acoustic and radar weapons in their homes, in public and on the job…if they got arrested. No one would believe if a TI spoke about what they experience daily. TIs endure constant remote-torture, remote-rape, verbal slander, verbal and physical intimidation, organized stalking, harassment, HIPAA law violations, invasion of privacy, theft and harm of their property, pets and person… A TI would be discredited if they were put in a 96 hour ‘evaluation’ at a mental health clinic by law enforcement contacted to assist the TIs. Oddly these same law enforcers and fire fighters are documented to have higher depression, alcohol abuse and suicide rates than the general population.
A TI is slandered at their work place, in public, and at their places of worship. But the worst slander a TI experiences comes from the internet security system most businesses subscribe to. To access photos of criminals, suspected criminals or ‘persons of interest’ that need to be watched. ‘Persons of interest’ are ‘listed’ in FBI data bases that eventually trickle into Homeland Security computers. Once listed: is to be categorized as an alleged, possible ‘domestic terrorist.’ At which time non-random searches by TSA continually occur traveling anywhere.

Springfield, MO police attempted to confine a targeted individual in a 96 hour hold three times after TI said, “Suddenly, an electric current is running through my home.” -When TI asked Springfield, MO fire department for free home safety inspection. Captain Pennington talked briefly with the TI, then called SPD to investigate the individual, not the crime committed against them. Is lack of education of high-tech crimes to blame for law enforcement and fire department lack of knowledge in DEW and organized stalking crimes? Or something else?
Lies get us in trouble. What we hide… classified secret programs are lies. With secrets, the hoarding of knowledge and information, denies human potential. Secrets make crime possible. Secret government work is always above the law. People involved in covert, classified programs are shielded and protected by authorities. These ‘classified-cowards’ can behave their worst- for they are untouchable, unaccountable: don’t exist. Crimes classified-citizens commit don’t exist. The homeless, the criminal, the delinquent, the unwanted all are given a second chance at a ‘good life’ in the Network-Collective operating above the law, covertly to DEW target and organize stalk innocent US citizens. Targeted US people brave enough to work to CHANGE OUR COUNTRY FOR THE BETTER… are seen as threats by those in power.

Miller: “At least 140 law enforcement officers took their own lives last year in the United States, up from 108 in 2016, according to the police nonprofit Badge of Life. That tally — which experts say is probably low because few departments or families disclose officer suicides — is greater than all deaths while on duty, including car accidents and heart attacks, and is three times as high as the number slain (while on duty), according to the FBI and the Officer Down Memorial Page. Law enforcement officers face a 69 percent higher risk of suicide than the general population, according to John Violanti, a retired officer who studies police stress at the University of Buffalo.”
